The European Union, represented by the European Commission, Brussels, Belgium, on behalf of and for the account of the beneficiary countries and territories from the Southern European Neighbourhood Policy (ENP), partners of the Euro Mediterranean Partnership and of the Union for the Mediterranean and Euro-Mediterranean University have agreed on a Contract to "Support to the Euro Mediterranean University (EMUNI)" with identification number ENPI/2009.

Background and current context of EMUNI

At the Mediterranean Summit in Paris on 13 July 2008, the Heads of State and Government endorsed the Euro-Mediterranean University as one of the initial projects of the new 'Barcelona Process: Union for the Mediterranean'. The Paris declaration reads as follows: A Euro-Mediterranean University (with its seat in Slovenia) can contribute to the understanding among people and encourage cooperation in higher education, following up on the objectives of the Catania Process and of the First Euro-Mediterranean Ministerial Conference on Higher Education and Scientific Research (Cairo, June 2007). Through a cooperation network ofpartner institutions and existing universities from the Euro-Med region, the Euro-Mediterranean University will develop postgraduate and research programmes and thus contribute to the establishment of the Euro-Mediterranean Higher Education, Science and Research Area.

Objectives

The objectives of this programme are as follows:
  • To enhance the development of academic, scientific, and technological cooperation within the Union for the Mediterranean following up the objectives of the Catania process and the First Euro-Mediterranean Conference on higher Education and scientific research held in Cairo in June 2007.
  • To contribute to the reinforcement of the decisions taken at the Paris Summit for the Mediterranean in 2008 in which EMUNI was identified among six major regional projects of the Union for the Mediterranean.
At the end of the project the following results will be achieved:
  • EMUNI develops and reinforces the academic and scientific innovations designed within the Union for the Mediterranean.
  • Graduate and academics programmes which are designed to enhance cooperation within the region, reinforcing north-south and south-south mobility of ideas, expertise and academic know-how.
  • Students and participants from Partner countries are fully aware of the role of EMUNI and of the European Union in terms of external cooperation policy.
  • Awareness is raised among students and the public in the Euro-Mediterranean area about the European Union's support to High Education in line with the set targets on the Millennium development Goals, among others those concerning gender, employment, mobility, etc.
It is assumed that EMUNI, as guaranteed by the two General Assemblies held in Barcelona and Sousse, will continue to operate at least at the same level of institutional commitment that exist so far. Hence south-south and south-north cooperation would be extended or at least maintained at the same level through the activities involved. It is also assumed that the activities that are devised in the contract will hereby follow the above procedures and move in parallel to the core tasks in support of EMUNI University.
  • Graduate and academics programmes which are designed to enhance cooperation within the region, reinforcing north-south and south-south mobility of ideas, expertise and academic know-how.
  • Students and participants from Partner countries are fully aware of the role of EMUNI and of the European Union in terms of external cooperation policy.
  • Awareness is raised among students and the public in the Euro-Mediterranean area about the European Union's support to High Education in line with the set targets on the Millennium development Goals, among others those concerning gender, employment, mobility, etc.
The project is anchored with the priorities of the Union for the Mediterranean, hence the vulnerability of the project will be linked to the changing sensibilities of the Region. EMUNI has so far worked within academic cooperation throughout its inception. Academic cooperation initiated by Emuni has continued and is expected to proceed in terms of co-ownership and mobility, hence the risks are minimal in this regard. It is assumed that EMUNI, as guaranteed by the two General Assemblies held in Barcelona and Sousse, will continue to operate at least at the same level of institutional commitment that exist so far. The project focuses on the mission of the EMUNI University which includes:
  • Developing quality of higher education through the implementation of study and research programmes;
  • Aiming to become an international university with a special focus on cultural diversity;
  • Establishing an environment which will have a stimulating effect on connecting different nations and cultures in an academic sphere.
The project intends to sustain and support the development of academic mobility, tune the academic accreditation and validation processes of university and professional education within the Union for the Mediterranean and serve as a reference to future cooperation amongst academic and professional bodies within the region for Ministerial and Institutional cooperation in line with the external dimension of the Bologna Process and the parallel initiatives established on the international level in professional qualifications and academic mobility. It should also serve as a platform of possible cooperation with the European Research Area and the ancillary initiatives which bring together the world of work with the world of academia.

The Geographical area to be covered is the Southern Mediterranean region. Activities will also take place in one of the EU countries, and more specifically in Slovenia.

And the beneficiaries of the programme are public and private individuals, including student and professional organizations, and/or institutions/enterprise within the Union for the Mediterranean (Southern Mediterranean countries only), which are active in academic and research area of the region, and Higher Education institutions.

Project management

The European Co-operation Office of the European Commission (Unit A/3) is responsible for managing the contract. The project started 1 January 2010. The period of execution of the contract is 24 months from this date.

Personnel

All experts who have a crucial role in implementing the contract are referred to as key experts. The profiles of the key experts for this contract are as follows:

Key expert 1: Team Leader
The team leader will be directly responsible for the whole EMUNI project progress. He/she will supervise and coordinate the team of short-term experts and accurately follow up the progress of the project. He/she will be actively involved in the organization of conferences, seminars, summer schools, Euro-Mediterranean days and directly report on the project progress to the president of the EMUNI University.

Coordinate the organisation of conferences and prepare the presentation of the achievements of the project on the six postgraduate study programmes, as well as on the development of university policies.

Help selecting short term experts among the applicants and propose the composition of the teams to the EMUNI President.

Other key experts: short-term experts
These experts will be hired as required according to the profiles and needs identified  in the field of Developing master study programmes or/and with Specific knowledge in International politics or/and knowledge in the Regional (Mediterranean) area or/and expert with a General knowledge and experience in High education and Research area.
